Caught this on !!!error: Indecipherable SUB-paragraph formatting!!! last night, which was a rerun from 2017.
These were from a trade show in ‘68; there were originally four around whatever car they were displaying. Two broke during the show, and this is the only one known to still exist. The “rain” was originally motor oil dripping down essentially mono-filament fishing line, though the owner now uses mineral oil.
I like it, though 3-5k is a bit much, IMO.

Oil lamps like this weren’t all that uncommon! Our neighbour still has one that work (not a Cadillac lamp, but another lamp that features a dripping oil-down-lines system).
